Jeff has served in a variety of senior leadership roles – diplomat, policy lead, legal counsel, international negotiator, political appointee, litigator, interagency convener, and manager — for two agencies within the Executive Office of the President (OMB and USTR) and at the U.S. Department of Commerce. During his time in federal service, which covers most of the Bush Administration and the entirety of the Obama Administration, he has helped shape U.S. policy, developed expertise, and exercised thought leadership on a variety of matters, including: digital economy, regulation, science policy, standards, international trade, and ports and supply chains. He has worked frequently with foreign governments and U.S. posts around the world, managed numerous interagency processes, and worked closely with U.S. companies, trade associations, and advisory committees. Jeff’s unique combination of skills and deep networks in Washington, DC and around the world enable him to understand and navigate complex policy issues and develop and execute creative, consensus solutions.
